Anque foi Bangladesh el pa\u00eds qu\u2019unvi\u00f3 formalmente la propuesta a esta instituci\u00f3n, la idea surdi\u00f3 en Canad\u00e1, d\u2019una organizaci\u00f3n llamada Amantes de la Llingua Materna del Mundu formada por diez falantes d\u2019ingl\u00e9s, kutchi, canton\u00e9s, alem\u00e1n, filipinu, bengal\u00ed y hind\u00fa. Ellos ficieron el pidimientu primeru pero la UNESCO inform\u00f3los de que nam\u00e1s pod\u00eda venir de dalg\u00fan pa\u00eds miembru pa ser tenida en cuenta.
